Quebec Environmental Group Challenges Northvolt’s Electric Vehicle Battery Plant Construction

A Quebec-based environmental group, Centre québécois du droit de l’environnement, has filed a lawsuit against Swedish manufacturer Northvolt. The group argues that the construction of Northvolt’s electric vehicle battery plant in Quebec was allowed without a proper analysis of its impact on biodiversity. They are seeking two injunctions to suspend work on the $7-billion facility located southeast of Montreal.

The group’s attorney presented evidence, including a document from a government biologist stating that the information provided by Northvolt was insufficient to evaluate the impact on wildlife in the area. The lawyer argued that the authorization granted by the province’s Environment Department to commence work on the site was “unreasonable” due to the lack of adequate environmental impact information. The authorization included a condition that Northvolt proposes a plan to mitigate biodiversity loss within three years.

Although the project received financial support from federal and provincial governments, it remains unclear where Northvolt will create new wetlands to compensate for those destroyed during construction. Tree felling had already begun at the 170-hectare site, spanning the municipalities of McMasterville and St-Basile-le-Grand, but was halted following the injunction request.

The environmental group has emphasized that their aim is not to stop the project, but to ensure that environmental regulations are upheld. If successful in court, the group’s victory could lead to a reassessment of the project, although efforts would be made to minimize any significant delays.

Representatives from the Quebec government, Northvolt, and the town of St-Basile-le-Grand will present their perspectives to the court in the coming days. The outcome of the case will be closely monitored as it may have implications for future industrial projects in the province.
